BACKGROUND

ValleyRide has had the same route structure and schedule since 2005. Our mid-range plan calls for more service, but assumed that public transit would have a dedicated funding source by the time the ridership developed enough to need it.

Preparing for a possible reduction in funding from the cities, a team of City of Boise planners and VRT planning and operations staff developed several different service scenarios. The team examined performance indicators on all routes and sections of routes. The goal of these modifications was to make the whole system more efficient and increase service where there is high demand while using the same budget.

The proposed service changes that were developed were vetted to the public through a series of open houses and public hearings, and detailed information posted on the website among other outreach efforts.

ROUTE CHANGE INFORMATION

ROUTE 1 PARKCENTER - Bus will be rerouted and will no longer run beyond Federal Way. This route will no longer serve Commerce Ave., Development Ave., or the Boise Airport. There is limited ridership on this segment of the route and it has significant unnecessary layover time at the airport. The first outbound trip at 5:15 AM from Downtown to Federal Way will be discontinued. The first trip will be inbound.

ROUTE 2 BROADWAY - The route will serve the Gekeler-Apple neighborhood instead of Boise Avenue. New routing will run south on Apple to Bergeson rather than turning west on Boise. The rest of the route and stops will remain the same. Service frequency on this route will change to every 60 minutes all day. Currently there is more frequent 30-minute service in the afternoon only. Due to lower ridership, this added service will be discontinued.

ROUTE 3 VISTA - The service frequency on this route will increase to every 20 minutes AM and PM peak time and 40 minutes midday. Current service frequency is every 30 minutes during AM and PM commute times and 60 minutes midday. The route and stops will remain the same. 

ROUTE 7 FAIRVIEW - The frequency on this route will be increased to 40 minutes all day. Current service on this route is every 30 minutes during AM and PM commute times and every 60 minutes midday. This will provide more trips during the mid-day when demand is high. The route and stops will remain the same. 

ROUTE 8 FIVE MILE - Route 8 will no longer serve Chinden Boulevard. A new route will provide two morning and two evening peak express trips connecting west Boise and downtown. The inbound route will start at the Boise Towne Square Mall and follow the current Route 8 through west Boise to Hewlett-Packard. It will make all the current stops through this section. The bus will then express downtown along Chinden, making a limited number of stops. The Route 8 will provide service from HP through the current west Boise routing to the mall then go into downtown via the Connector. Morning and evening service will be every 40 minutes. Mid-day service will run every 80 minutes.

NEW! ROUTE 8X FIVE MILE/CHINDEN EXPRESS - This new express route will provide two inbound morning and two outbound late afternoon trips between the Boise Towne Square Mall and the Downtown Boise via Chinden Boulevard.

NEW! ROUTE 9X STATE STREET EXPRESS - Two additional morning and two afternoon express trips will make limited stops.

ROUTE 10 HILL/MAPLE GROVE - Minor schedule changes were made to reflect a more accurate run time.

NEW! ROUTE 11 GARDEN CITY - This new route will provide midday service along Adams Street as far west as 50th Street and loop back into town via Chinden Boulevard.

ROUTE 14 HYDE PARK - The service frequency will be 30-minute peak and 60-minute all day. Currently, the service is every 30 minutes all day. The last trip of the day at 6:45 p.m. will be discontinued due to low ridership.

ROUTE 42 NAMPA MERIDIAN LIMITED STOP - The current route through Meridian has been modified to include service to the Idaho State University campus and the Meridian School District.

Printed maps and schedules reflecting the service changes are available at the pass outlets and at the schedule racks. The racks are located at:

Boise Public Library, 715 S. Capitol Boulevard - next to the first-floor reference desk
Job Services Office, 219 W. Main St.
Boise City Hall, 150 S. Capitol Blvd., first floor near front desk
Boise State University - Transportation and Parking Services Office, 1607 University Drive
Ada County Courthouse, 200 W. Front St. in Boise -  Ada County Operations Office
College of Western Idaho - outside the first-floor Student Services Office
ValleyRide Nampa Operations Office - 1616 Industrial Road

HOW CAN I COMMENT ON THE CHANGES?

Valley Regional Transit solicited public comment on the proposed changes through a series of open houses, public hearings and website postings among other avenues. We appreciate the many patrons and members of the public who provided comment, which helped guide the final decision making process.
